Vote to pass a bill that establishes an information system for government agencies and companies to share cyber threat indicators.

Highlights:
  • Requires the Department of Homeland Security to establish an information system to receive and store “cyber threat indicators” and develop “defensive measures” (Sec. 105).
  • Defines “cyber threat indicator” as information necessary to identify certain threats, including, but not limited to, the following threats (Sec. 102):
    • A method to probe and monitor an information system to discern security vulnerabilities;
    • A method to defeat a security control or exploit a security vulnerability; or
    • A method to gain unauthorized access to information stored on an information system.
  • Defines “defensive measure” as an action, procedure, or device that is applied to an information system to detect or prevent a known or suspected cybersecurity threat or vulnerability (Sec. 102).
  • Requires the Department of Homeland Security to inform appropriate federal departments and agencies of a cyber threat indicator (Sec. 105).
  • Authorizes an individual, organization, or company to share a cyber threat indicator and to operate a defensive measure with the federal government or another private entity (Sec. 104).
  • Requires a private entity that shares a cyber threat indicator to remove any personal information of an individual not directly related to the threat (Sec. 104).
  • Requires a court to dismiss a cause of action brought against a private entity for sharing cyber threat indicators or defensive measures in accordance with the provisions of this bill (Sec. 106).
  • Requires the Privacy and Civil Liberties Oversight Board to submit an assessment of what effect the provision of this bill have on privacy and civil liberties every 2 years (Sec. 107).
