  • Requires an “incidental committee” to file a disclosure report if the organization contributes $25,000 or more to a campaign or political committee (Sec. 4).

  • Defines an “incidental committee” as any nonprofit organization that is not defined as a political committee but that may incidentally make a contribution in support of, or opposition of, a candidate or ballot proposition in Washington, either directly or through a political committee (Sec. 2).

  • Requires an incidental committee to report the 10 largest contributions made by a single person of $10,000 or more, as well as all donations of at least $100,000 received in the current calendar year (Sec. 5).

  • Requires an incidental committee to update its report to reflect any changes regarding its 10 largest contributions and donations of $100,000 or more (Sec. 5).

  • Specifies that any political committee or incidental committee organized outside of the state is subject to the same requirements as those organized in the state (Sec. 7).
