Vote to pass a bill that amends eligibility requirements for in-state tuition, effective July 1, 2015.

Highlights:

  • Establishes eligibility requirements for in-state tuition to “nonimmigrant aliens” who meets the following criteria (Sec. 1):
    • The individual resides in Connecticut;
    • The individual completed at least 2 years of high school in Connecticut;
    • The individual has graduated from a high school or its equivalent in Connecticut; and
    • The individual is registered or enrolled at a public institution of higher education in Connecticut.
  • Defines “nonimmigrant alien” as an individual with a visa permitting temporary entrance to the U.S. for a specific purpose (Sec. 1).
  • Expands in-state tuition eligibility rights to nonimmigrant aliens who meet the following criteria (Sec. 1):
    • The individual is a victim of human trafficking; or
    • The individual is a victim of physical or mental abuse as a result of criminal activity.
  • Requires the individual to file an affidavit with the institution stating that he or she has filed an application to legalize his or her immigration status, or will file when eligible to do so (Sec. 1).
