Vote to adopt an amendment to HR 1735 that prohibits funding the New Strategic Arms Reduction Treaty (START) unless certain conditions regarding the Russian Federation are met.

Highlights:
  • Prohibits the Department of Defense from using funds appropriated for the 2016 fiscal year to implement the “New START Treaty” unless the President certifies the following information:
    • The Russian Federation’s armed forces are no longer occupying Ukrainian territory;
    • The Russian Federation is respecting the sovereignty of all Ukrainian territory;
    • The Russian Federation is in compliance with the Intermediate-Range Nuclear Forces (INF) Treaty and the Conventional Armed Forces in Europe (CFE) Treaty;
    • The Russian Federation has lifted its suspension of Russian observance of its treaty obligations; and
    • The Russian Federation is acting in a manner that is consistent with the New START Treaty requirements.
  • Defines “New START Treaty” as the treaty between the United States and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms.
