Vote to pass a bill that appropriates funds for the 2016-2017 fiscal year for the National Science Foundation and establishes certain requirements for awarding research grants.

Highlights:
  • Prohibits the Director of the Department of Energy Office of Science from approving new climate science-related initiatives to be carried out through the Office of Science without making a determination that such work is unique and not duplicative of work by other Federal agencies (Sec. 505).
  • Prohibits Federal regulatory authorities from using the results of any fossil fuel research by the Department of Energy for regulatory purposes (Sec. 961).
  • Requires the NSF to award federal funding for basic research and education in the sciences through a new grant or cooperative agreement only if it makes an affirmative determination, justified in writing, that the grant or agreement promotes the progress of science in the United States and is worthy of federal funding (Sec. 106).
  • Appropriates $7.6 billion yearly to the National Science Foundation (NSF) for the 2016 and 2017 fiscal years, (Sec. 101).
  • Appropriates $4.6 million yearly to the Office of Science and Technology Policy (OSTP) for the 2016 and 2017 fiscal years (Sec. 301).
  • Appropriates $938.7 million yearly to the National Institute of Standards and Technology (NIST) for the 2016 and 2017 fiscal years (Sec. 401).
  • Appropriates $5.34 billion yearly to the Department of Energy Office of Science for the 2016 and 2017 fiscal years, providing specific allocations including, but not limited to, the following amounts (Sec. 510).
