Title: Requires Drug Testing for Job Training Programs

Vote Smart's Synopsis:

Vote to pass a bill that requires drug screenings for individuals participating in job training programs.

Highlights:

  • Requires an individual to complete a controlled substance abuse screening questionnaire in order to participate in a “program” (Sec. 5).
  • Defines “program” as any of the following (Sec. 5):
    • A program providing services and benefits to a noncustodial parent;
    • A program for work experience and job training; or
    • The Transform Milwaukee Jobs program or the Transitional Jobs program.
  • Requires the agency administering a program to test an individual for the use of a controlled substance if there is reasonable suspicion that he or she is abusing a substance, based on the questionnaire (Sec. 5).
  • Requires an individual who tests positive for controlled substances to complete a state-funded substance abuse treatment program to remain eligible to participate in a program (Sec. 5).
  • Exempts an individual from the substance abuse treatment program if he or she has a valid prescription for the controlled substance (Sec. 5).
  • Authorizes the Department of Health Services to request a waiver from the Department of Agriculture to screen, test, and treat a childless individual participating in the FoodShare employment and training program for controlled substances (Sec. 9).
