Vote to pass a bill that prohibits health plan coverage for abortions.

Highlights:

• Prohibits a qualified health insurance plan offered through a health benefit exchange from providing coverage for an abortion except in the circumstance of a medical emergency (Sec. 1).
• Specifies that an individual is not prohibited from purchasing supplemental coverage for an abortion under a health benefit plan other than a qualified health plan offered through a health benefit exchange (Sec. 1). 
• Authorizes a health benefit plan to cover an abortion for the following circumstances (Sec. 2):
• The coverage is provided to an enrollee separately from other health benefit plan coverage offered by the health benefit plan issuer;
• The coverage provides benefits only for an abortion performed due to a medical emergency;
• The coverage is provided to an enrollee, and a separate premium is paid for abortion coverage, in addition to the premium for other health benefit plan coverage; or
• The coverage is provided with an enrollee’s signature specific to abortion coverage, and is separate and distinct from the signature required for other health benefit plan coverage offered by the health benefit plan issuer. 
• Requires a health benefit plan issuer that provides coverage for abortion to provide the following information at the time of enrollment (Sec. 2):
• That the coverage for abortion is optional and separate from other health benefit plan coverage offered by the health benefit plan issuer;
• That the premium cost for coverage for abortion is a premium paid separately from, and in addition to, the premium for other health benefit plan coverage offered by the health benefit plan issuer; and
• That an individual may enroll in a health benefit plan without obtaining coverage for abortion.
