Vote to pass a bill that requires the Texas Rangers and district courts to investigate complaints of public integrity violations, effective September 1, 2015.

Highlights:
  • Authorizes the Texas Rangers to investigate a complaint alleging an offense against a public administration or official (Sec. 1).
  • Requires the Texas Rangers, upon deciding that a public integrity complaint is probable, to refer the complaint to the prosecutor of the venue deemed appropriate under the following conditions (Sec. 1):
    • If the defendant is a state officer, the venue is the court of their home county;
    • If the defendant is a state employee, the venue is the court of the county in which the crime occurred; and
    • If the defendant is an executive officer, the venue is the court of the county in which they resided at the time of their election.
  • Defines "public integrity prosecution" as the prosecution of an offense against public administration (Sec. 1).
  • Defines “state officer” as an elected officer, an appointed officer, a salaried appointed officer, an appointed officer of a major state agency, or the executive head of a state agency (Sec. 1). 
  • Requires a defendant to request the recusal of a prosecutor with whom the defendant has had a financial or business relationship (Sec. 1).
  • Specifies that no provisions in this bill shall be construed to limit the Attorney General’s authority to prosecute offenses under the Election Code (Sec. 1).
