Vote to pass a bill that requires an individual to maintain residency for 30 days to be eligible to vote, effective December 1, 2015.

Highlights:

• Requires an individual to establish a “domicile” and maintain residency for 30 consecutive days to be eligible to vote (Sec 1).

• Defines “domicile” as an individual’s primary home or place to which he or she intends to return after a departure or absence, such as military service (Sec. 1).

• Authorizes election officials to consider certain factors to determine an individual’s domicile, including, but not limited to, the following factors (Sec. 1):
• An individual’s civic and community participation;
• An individual’s location for most nights of the year;
• An individual’s residence for income or other tax purposes; or
• An individual’s eligibility for a state hunting, fishing, or driver’s license.

• Prohibits an individual from voting if he or she comes to a town or ward of the state for temporary purposes, without the intention of making it his or her home (Sec. 1).

• Amends the voter registration form to include the following information (Sec 1):
• A “New Registration” section for an individual who is not registered to vote in New Hampshire;
• A “Transfer” section for an individual who is registered to vote in the residence but has moved his or her voting domicile to a new town or ward in the same state; and
• A “Name Change/Address Update” section for an individual who has changed his or her name or address.

• Defines “domicile” as an individual’s primary home or place to which he or she intends to return after a departure or absence, such as military service (Sec. 1).

• Prohibits an individual from voting in any town or city of the state into which he or she comes for temporary purposes without the intention of making it his or her home (Sec. 1).

• Amends the voter registration form to include the following information (Sec 1):
• Whether or not an individual is registered to vote in New Hampshire;
• Whether or not an individual who is registered to vote in the residence has moved his or her voting domicile to a new town or ward in the same state;
• Whether or not an individual has changed his or her name or address; and
• Whether or not an individual understands he or she must have been domiciled in New Hampshire for at least 30 consecutive days prior to an election.
