Vote to adopt a conference report that increases the speed limit and amends transportation funding.

Highlights:

  • Increases the interstate highway maximum speed limit from 75 mph to 80 mph (Sec. 26). 
  • Increases the tax on motor fuel and special fuel by the following amounts per gallon (Sec. 8):
    • From $0.22 to $0.24 on July 1, 2015;
    • From $0.24 to $0.26 on July 1, 2016; and
    • From $0.26 to $0.28 on July 1, 2015.
  • Increases the tax on ethyl alcohol and methyl alcohol fuel by the following amounts per gallon (Sec. 9):
    • From $0.08 to $0.10 on July 1, 2015;
    • From $0.10 to $0.12 on July 1, 2016; and
    • From $0.12 to $0.14 on July 1, 2017.
  • Increases the tax on a motor vehicle purchase from 3 percent to 4 percent (Sec. 5).
  • Increases certain license fees and compensation on a noncommercial motor vehicle, a recreational motor vehicle, a noncommercial motor home, and a noncommercial trailer or semitrailer, based on the manufacturer’s shipping weight (Secs. 12-15).
  • Establishes the Local Bridge Improvement Grant Fund for the purpose of constructing, reconstructing, and repairing bridges, and the Local Government Highway and Bridge Fund for the purpose of constructing and maintaining highways, streets, and bridges (Secs. 1 & 4).
  • Appropriates $1.75 million annually to the Local Bridge Improvement Grant Fund, beginning October 1, 2015 (Sec. 4).
  • Increases the wheel tax a county may assess on a motor vehcile from $4 to $5 per wheel, with the maximum tax per vehcile increased from $16 to $60 (Sec. 25).
  • Increases the cost of certain license plates by the following amounts (Secs. 17-19):
    • From $84 to $101 for a motor vehicle plate; and
    • From $20 to $24 for a motorcycle or trailer plate.
