Title: Requires a Review of State Education Standards

Vote to pass a bill that requires a review of state education standards, to be completed by January 1, 2017.

Highlights:

  • Requires the state superintendent to perform a comprehensive review of education standards and make recommendations to the Board of Education regarding any changes to the English Language Arts and Mathematics standards in order to make the standards “college and career ready” (Sec. 18).
  • Establishes separate English Language Arts and Mathematics standards review committees to advise and assist the state superintendent in the review and revision of the education standards (Sec. 18).
  • Requires the review committees to be composed of certain members, including, but not limited to, the following individuals (Sec. 18):
    • A parent;
    • A certified teacher;
    • A school administrator;
    • A representative of the West Virginia School Board Association;
    • 3 senators appointed by the President of the Senate; and
    • 3 delegates appointed by the Speaker of the House.
  • Requires the state superintendent to engage the public in the standards review process by conducting at least 4 regional town hall style meetings and by providing individuals with an opportunity to participate in the standards review process through an online platform (Sec. 18).
  • Prohibits the use of a Smarter Balanced Assessment Consortium assessment or a Partnership for Assessment of Readiness for College and Careers assessment after the 2016-2017 school year (Sec. 18).

Title: Repeals Common Core Standards

Vote Smart's Synopsis:

Vote to pass a bill that repeals the Common Core education standards.

Highlights:

  • Requires the Board of Education to conduct a comprehensive review of education standards by July 16, 2015 to ensure that the Common Core Standards and Next Generation Content Standards and Objectives are repealed (Sec. 18).
  • Establishes a stakeholder commission to participate in the education standards review with members including, but not limited to, the following individuals (Sec. 18):
    • Parents;
    • Educators;
    • Administrators;
    • 3 senators appointed by the President of the Senate; and
    • 3 delegates appointed by the Speaker of the House.
  • Requires the board to conduct at least 4 regional town hall style meetings that include both the presentation of information on college and career ready standards and an opportunity for discussion and input from the public (Sec. 18).
  • Establishes the English Language Arts and the Mathematics Standards Development Committees to advise and assist the commission in developing college and career ready standards to the Board of Education (Sec. 18).
  • Requires each Standards Development Committee to include 3 different subgroups to develop standards for the following grades (Sec. 18):
    • Grades Pre-K through 5;
    • Grades 6 through 8; and
    • Grades 9 through 12.
  • Specifies that each subgroup will be comprised of 4 teachers, selected by the board in conjunction with the chair and vice chair of each committee from a pool of nominees by district superintendents (Sec. 18).
  • Prohibits public schools from administering assessments to students based on the Common Core Standards, including, but not limited to, the Smarter Balanced Assessment (Sec. 18).
  • Prohibits the use of student test results on a state summative assessment for any purpose other than strategic planning until the 2016-2017 school year (Sec. 18).
  • Limits the number of required statewide summative assessments to 1 per year (Sec. 18).
