Vote to pass a bill that requires an individual to provide photo identification before voting, effective only upon the passage and approval by the voters of a constitutional amendment.

  • Requires an individual seeking to vote in a public election to provide a non-expired Missouri driver’s license at a polling location or a document that meets the following requirements (Sec. A):
    • The document contains the individual’s name and the name conforms to the most recent signature in the individual’s voter registration record;
    • The document contains a photograph of the individual;
    • The document includes an expiration date and did not expire before the date of the most recent general election; and
    • The document was issued by the United States or the State of Missouri.
  • Authorizes an individual without an accepted form of identification to cast a provisional ballot which will only be counted if the individual provides satisfactory identification to the election authority within 3 days after the election (Sec. A).
  • Requires the state and all fee offices to provide 1 form of personal identification required to vote without cost to an otherwise qualified voter who does not already possess an accepted form of personal identification (Sec. A).
  • Requires the state and its agencies to provide 1 Missouri birth certificate free of charge to those seeking to obtain identification in order to vote (Sec. A).
  • Requires the state to pay for any fee charged by another state or its agencies for a birth certificate, or other documents legally required by another state to obtain a birth certificate, of an individual not born in the State of Missouri (Sec. A). 
  • Prohibits election authorities from enforcing photo identification requirements if there is not an appropriation of state funds to reimburse the costs associated with such requirements (Sec. A).
  • Requires this act to only become effective upon the passage and approval of a constitutional amendment by the voters regarding the authorization of photo identification requirements for elections (Sec. B).
