Title: Authorizes Concealed Handguns Without a Permit

Vote to pass a bill that authorizes an individual to carry a concealed handgun without a permit.
Highlights:
- Authorizes an individual to carry a concealed handgun without a permit if the individual is at least 21 years of age and is in legal possession of the handgun (Sec. 1).
- Requires an individual who carries a concealed handgun without a permit to be subject to the same rights and limitations of an individual who has a concealed handgun permit (Sec. 2).
- Reduces the budget of the Department of Public Safety for the 2015-2016 fiscal year in order to implement this act to the following amounts (Sec. 3):
- $91, 938 for the Colorado Bureau of Investigation Identification Unit fund; and
- $21, 650 for the instant criminal background check cash fund.
