Vote to pass a bill that prohibits a 4 year higher education institution from increasing the cost of tuition and fees for an undergraduate resident student, effective immediately.

Highlights:

• Prohibits a 4 year higher education institution from increasing the tuition and fees of a resident undergraduate student for 9 continuous semesters following the student’s initial enrollment (Sec. 1).

• Specifies that a resident undergraduate student who takes a leave of absence for at least 1 year shall not be eligible upon reenrollment for the price of tuition and fees charged the individual during his or her initial semester of enrollment (Sec. 1).

• Exempts an independent institution of higher education with a total endowment of at least $1 billion from the tuition increase provisions of this bill (Sec. 1).

• Requires the governing board of a 4 year higher education institution to prepare a nonbinding document that discloses the board’s estimate of the tuition and fees for the next 4 cohorts of students, upon adopting the tuition and fees for the upcoming academic year (Sec. 2).

• Specifies that this bill shall first apply to students who initially enroll in the 2015-2016 academic year (Sec. 3).
