Title: Increases Oversight of Juvenile Justice Programs

Vote to override a veto of a bill that that increases oversight of the New Hampshire Youth Development Center and other juvenile justice facilities.

Highlights:

  • Requires the Commissioner of the Department of Health and Human Services and the Governor of New Hampshire to appoint a Director of Juvenile Justice Services and Sununu Youth Services Center (Sec. 3).
  • Specifies that the Director will be responsible for the following activities (Sec. 3):
    • The administration of the Youth Development Center;
    • The administration of the Youth Services Center; and 
    • The supervision of juvenile probation and parole officers.
  • Requires the Juvenile Justice Advisory Board to oversee and advise the Commissioner and the Director in regard to juvenile justice programs and services provided to minors at the Youth Development Center and other juvenile justice facilities (Sec. 2). 
  • Requires the Juvenile Justice Advisory Board to make recommendations to the Commissioner and the Director on ways to reduce operational costs at the Youth Development Center (Sec. 2).
  • Authorizes the New Hampshire Youth Development Center, formerly known as the Industrial School, to also be referred to as the Sununu Youth Services Center (Sec. 5).
  • Reduces appropriations to the Sununu Youth Services Center by $231,926 for the 2013-2014 fiscal year and by $1,018,074 for the 2014-2015 fiscal year (Sec. 6).

NOTE: A TWO-THIRDS MAJORITY OF THOSE PRESENT AND VOTING IS REQUIRED TO OVERRIDE A GOVERNOR'S VETO.
