Title: Waters of the United States Regulatory Overreach Protection Act of 2014

  • Prohibits the Secretary of the Army and the Administrator of the Environmental Protection Agency (EPA) from implementing the proposed rule in the Federal Register entitled “Definition of ‘Waters of the United States’ Under the Clean Water Act” (Sec. 2). 
  • Requires the Secretary and the Administrator to consult with state and local officials to develop recommendations for a water regulatory proposal that would specify the scope of waters covered, and not covered, under the Federal Water Pollution Control Act (Sec. 3).
