Vote to pass a bill that prohibits state assessments from being used to determine eligibility for high school graduation prior to 2017.

Highlights:

• Prohibits a state assessment or standardized testing program from being used to determine a student’s eligibility to graduate from high school, prior to the graduating class of 2017 (Sec. 3).

• Requires the Commissioner of Elementary and Secondary Education to develop and implement a state assessment program that includes the following elements (Sec. 3):
• A set of performance standards; and
• An annual report on academic performance, analyzed by race, poverty, native language, and gender.
