Title: Authorizes Online Voter Registration

Vote to pass a bill that authorizes online voter registration.

Highlights:

  • Authorizes an individual to submit a voter registration application or an absentee ballot application electronically if the individual has an e-mail address and provides one of the following verifiable forms of identification (Secs. 2 & 8):
    • The applicant’s Minnesota driver’s license number;
    • The applicant’s Minnesota state identification card number; or
    • The last 4 numbers of the applicant’s Social Security number.
  • Prohibits any individual from submitting an electronic voter registration application on behalf of another individual (Sec. 2). 
  • Requires the secretary of state to verify that the electronically submitted information on a voter registration or absentee ballot application matches the information in a government database before processing the application (Secs. 2 & 8).
  • Requires the secretary of state to review unverifiable voter registration and absentee ballot applications submitted electronically for evidence of suspicious activity and forward any evidence to an appropriate law enforcement agency (Secs. 2, 3, & 8).
  • Requires the secretary of state to maintain a log of Internet Protocol addresses used to submit voter registration or absentee ballots applications electronically and monitor the log for suspicious activity (Secs. 6, 9, & 10).
  • Specifies that a voter registration application submitted electronically prior to the effective date of this bill is not invalid due to its electronic submission (Sec. 5).
