Title: Authorizes Casino Gaming

Vote to pass a bill that authorizes the selection and operation of 2 casinos.

Highlights:

  • Establishes the New Hampshire Gaming Commission, which will consist of 5 members appointed by the governor with advice and consent of the Executive Council (Sec. 1).
  • Authorizes the Commission to assume certain duties including, but not limited to, the following duties (Sec. 1):
    • The powers, rights, duties, and responsibilities granted to the State Lottery Commission; 
    • The powers, rights, duties, and responsibilities granted to the State Racing and Charitable Gaming Commission; and
    • The powers, rights, duties, and responsibilities necessary to regulate redemption slot and poker machines in family entertainment centers.
  • Authorizes the Commission to issue a “category 1 gaming license” which allows at least 80, but no more than 160, table games and at least 2,000, but no more than 3,500, slot machines (Sec. 1). 
  • Authorizes the Commission to issue a “category 2 gaming license” which allows at least 25, but no more than 80, table games and at least 75, but no more than 1,500, slot machines (Sec. 1). 
  • Prohibits the gaming commission from awarding more than 1 “category 1 gaming license” and more than 1 “category 2 gaming license” for 2 separate gaming locations (Sec. 1).
  • Prohibits the gaming commission from issuing any additional gaming licenses for a period of 10 years from the date of the issuance of the “category 2 gaming license” (Sec. 1).
  • Establishes the “Gaming Enforcement Unit,” within the Division of State Police, which will have primary investigative authority for violations of the provisions of this bill (Sec. 3).
  • Authorizes a charity that held charitable games during the 2013 or 2014 fiscal year to receive an adjusted charitable benefit (Sec. 1).
  • Prohibits an applicant seeking a gaming license from constructing a live entertainment venue that exceeds 1,500 seats (Sec. 1).
  • Rescinds the suspension on revenue sharing with cities and towns (Sec. 18).
