Vote to adopt a conference report that repeals Common Core state standards in English language arts and mathematics, effective immediately.

Highlights:

• Repeals the Common Core standards for English language arts and mathematics, and requires the state Board of Education, in consultation with the state Regents for Higher Education, the state Board of Career and Technology Education, and the state Department of Commerce, to adopt subject matter standards which are “college and career-ready” and will replace current standards by August 1, 2016 (Sec. 3). 

• Requires the college and career-ready standards to be evaluated by the following institutions and address the goals of reducing the need for remedial coursework at the postsecondary level and increasing completion of postsecondary education (Sec. 3):
• The Department of Education;
• The Regents for Higher Education; 
• The Board of Career and Technology Education; and
• The Department of Commerce. 

• Specifies that until standards are implemented under the provisions of this bill, the Board of Education shall implement the standards for English language arts and mathematics which were in place prior to June 2010 (Sec. 3).

• Requires the Board of Education to approve and control all standards and student assessments, and prohibits the Board from relinquishing authority over the standards and assessments (Sec. 3). 

• Requires the Board of Education to provide “reasonable” opportunity for public comment on the revision of the standards from certain individuals and entities including, but not limited to, the following individuals and entities (Sec. 3): 
• Students;
• Parents;
• Educators;
• Higher education representatives; and
• Business community representatives.

• Specifies that school districts shall determine the instructional materials and curriculum to be used in meeting the standards (Sec. 3).

• Specifies that all instructional material used by a public school shall be available for inspection by the parents or guardians of students enrolled in the school (Sec. 6).

• Requires the Board of Education to submit a report to legislative officials outlining the results of the comparison of the standards (Sec. 3).

• Specifies that all standards, and revisions to the standards, shall be subject to legislative review, and prohibits the standards from being implemented until the legislature, by joint resolution, disapproves, amends, or disapproves with instructions the standards in whole or in part (Secs. 3 & 4).
