- Suspends the public debt limit from the enactment date of this bill through December 31, 2014 (Sec. 2).
- Increases the public debt limit on January 1, 2015 by the amount necessary to fund financial obligations guaranteed by the United State Government that are outstanding on or before January 1, 2015 (Sec. 2).
