Vote to pass a bill that limits discretionary monetary payments, amends investigative leave procedures, and authorizes an individual to record government officials.
- Prohibits a discretionary monetary payment from being made to a government official during a sequestration period that would result in compensation that is above 105 percent of the total regular pay of the official (Sec. 102).
- Authorizes an agency to place a government official on investigative leave for no more than 90 days without pay if the misconduct of the employee is “flagrant” and intentional (Sec. 202).
- Specifies that participation in a phone or in-person conversation by a government employee acting in an official capacity constitutes consent to a recording of the interaction (Sec. 301).
