Title: Prohibits Slaughter of Horses for Human Consumption

Vote to pass a bill that prohibits the slaughter of horses for human consumption.

Highlights:

  • Prohibits an individual from slaughtering a horse if the individual “knows or should know” that any of the horseflesh is intended for human consumption (Sec. 1).
  • Prohibits an individual from selling, bartering, giving away, purchasing, possessing, transporting, delivering, receiving, importing into the state, or exporting from the state the following (Sec. 1):
    • A horse with the intent of slaughtering the horse if the individual “knows or should know” that any of the horseflesh is intended for human consumption; and
    • Any horseflesh if the individual “knows or should know” that any of the horseflesh is intended for human consumption.
  • Prohibits an individual from constructing or operating a facility if the individual “knows or should know” that the facility is or will be used for the slaughter of horses for human consumption (Sec. 1).
  • Classifies a violation of the provisions of this bill as a Class C crime, subject to the following (Sec. 1):
    • A court order for the individual to submit to a mental health evaluation and undergo any recommended counseling; or
    • A prohibition on the individual from owning or possessing any animals, or from living on a property with an individual who owns or possesses any animals.
