Title: Establishes Annual Legislative Sessions

Vote to pass a joint resolution that submits a constitutional amendment to the voters that establishes annual legislative sessions.

Highlights:

  • Establishes annual regular sessions for the Legislature with the following limitations (Art. 4, Sec. 2):
    • An odd year session limited to 90 legislative days or 120 calendar days, whichever occurs first; and
    • An even year session limited to 30 legislative days or 45 calendar days, whichever occurs first.
  •  Defines “legislative day” as any calendar day on which either House of the Legislature is in session or any legislative committee holds a meeting during a session (Art. 4, Sec. 2).
  •  Requires members of the legislature to be compensated at regular intervals determined by law, whereas existing law prohibits compensation over 60 days during any regular session and 20 days during a special session. (Art. 4, Sec. 33).

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES MAJORITY APPROVAL IN EACH CHAMBER IN TWO SUCCESSIVE SESSIONS. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
