Vote to pass a bill that revises the legal process for death penalty sentences, effective July 1, 2013.

Highlights:

• Requires the governor to issue a warrant for execution within 30 days after receiving certification from the state Supreme Court of a death penalty conviction (Sec. 12).

• Requires a warden to carry out the sentence of an individual convicted of the death penalty within 180 of the issue of the warrant for execution (Sec. 12).

• Prohibits an attorney employed by the state from representing an individual charged with a capital offense if the attorney has, on 2 separate ocasions, provided court determined “constitutionally deficient” representation resulting in relief from conviction in postconviction proceedings (Sec. 7).
