Vote to adopt an amendment to HR 3 that requires a threat assessment be conducted to study vulnerabilities of the Keystone XL pipeline to a terrorist attack.
- Requires the Pipeline and Hazardous Materials Safety Administration and the Department of Homeland Security to conduct a study of the vulnerabilities of the Keystone XL pipeline to a terrorist attack.
- Prohibits this bill’s exemption from requiring a Presidential permit from taking effect until the pipeline is certified by the Pipeline and Hazardous Materials Safety Administration and the Department of Homeland Security to have the necessary protections to withstand a terrorist attack and a resulting spill from the attack.
