Vote to pass a bill that amends the grading system for evaluating public school performance.

Highlights:

• Establishes a grading system for public school performance that awards grades based on the following scale (Sec. 1):
• 97 to 100 percent scores receive a grade of A+;
• 93 to 96 percent scores receive a grade of A;
• 90 to 92 percent scores receive a grade of A-;
• 87 to 89 percent scores receive a grade of B+;
• 83 to 86 percent scores receive a grade of B;
• 80 to 82 percent scores receive a grade of B-;
• 77 to 79 percent scores receive a grade of C+;
• 73 to 76 percent scores receive a grade of C;
• 70 to 72 percent scores receive a grade of C-;
• 67 to 69 percent scores receive a grade of D+;
• 63 to 66 percent scores receive a grade of D;
• 60 to 62 percent scores receive a grade of D-; and
• 59 percent scores and below receive a grade of F.

• Requires the State Board of Education to calculate grades based on the combination of the following components (Sec. 1):
• 50 percent on whole school performance, as measured by allocating 1 point per student who scores proficient or advanced on certain tests, divided by the number of students taking the tests;
• 25 percent on whole school growth, as measured by allocating 1 point per student who improves proficiency levels on certain tests, divided by the number of students taking the tests; 
• 25 percent on growth in the bottom quartile of students, as measured by allocating 1 point per student in the bottom quartile who improves proficiency levels on certain tests, divided by the number of students taking the tests; and
• any bonus points earned.

• Establishes a bonus point system that awards the following points to high schools, as evaluated by the State Board of Education (Sec. 1):
• 5 points for meeting the criteria for an “A” grade for high school graduation rate;
• 1 point for meeting the criteria for an “A” grade for performance and participation in advanced courses including AP, IB, and concurrent enrollment courses;
• 1 point for meeting the criteria for an “A” grade for performance and participation in SAT tests;
• 1 point for meeting the criteria for an “A” grade for the high school graduation rate of students who scored unsatisfactory on eighth grade reading and math tests;
• 1 point for the performance of students on end-of-instruction tests; and
• 1 point for growth in the performance of students on end-of-instruction tests.

• Establishes a bonus point system that awards the following points to middle schools, as evaluated by the State Board of Education (Sec. 1):
• 2 points for meeting the criteria for an “A” grade for the drop-out rate of the school;
• 2 points for meeting the criteria for an “A” grade for the percentage of students taking higher level coursework at a satisfactory or higher level; and
• 6 points for meeting the criteria for an “A” grade for attendance.

• Establishes a bonus point system that awards 10 bonus points to elementary schools that meet the criteria for an “A” grade for attendance as evaluated by the State Board of Education (Sec. 1).
