Vote to pass a bill that limits the use of manned and unmanned aircraft.
Highlights:
Prohibits an individual, entity, or state agency from using a manned aircraft, drone, or unmanned aircraft for the following purposes (Sec. A):
To gather evidence or other information pertaining to criminal conduct without a warrant; or
To conduct surveillance or observation on any individual or property without the consent of the individual or property owner.
Authorizes a law enforcement agency to use a manned aircraft, drone, or unmanned aircraft if “exigent circumstances” exist (Sec. A).
Specifies that “exigent circumstances” exist if a law enforcement agency possesses “reasonable” suspicion that, under particular circumstances, swift action is necessary to prevent loss of life (Sec. A).
Authorizes a Missouri-based higher education institution to use a manned aircraft, drone, or unmanned aircraft to conduct educational research or a training program with the United States Department of Defense (Sec. A).
Prohibits any information obtained in violation of this bill from being used as admissible evidence in any court of law (Sec. A).
