Title: Increases Gasoline and Diesel Fuel Tax

Vote to pass a bill that increases the road toll tax and establishes the New Hampshire State and Municipal Road and Bridge Account.

Highlights:

  • Increases the road toll on gasoline from $0.18 a gallon to the following amounts (Sec. 2):
    • $0.22 per gallon beginning July 1, 2013;
    • $0.26 per gallon beginning July 1, 2014; and
    • $0.30 per gallon beginning July 1, 2015.
  • Increases the road toll on diesel fuel by $0.02 a gallon annually, beginning and ending with the following amounts (Sec. 2):
    • $0.20 per gallon on July 1, 2013; and
    • $0.30 per gallon on July 1, 2018.
  • Establishes the New Hampshire State and Municipal Road and Bridge Account for the construction, reconstruction and maintenance of state and municipal roads and bridges (Sec. 3).
  • Requires all amounts collected in excess of $0.18 per gallon to be deposited on a monthly basis into the New Hampshire State and Municipal Road and Bridge Account (Sec. 2).
  • Requires the commissioner to allocate not less than 12 percent of the estimated total road toll revenue and motor vehicle fees to be collected during the fiscal year to a local highway aid fund (Sec. 4). 
  • Requires state allocations to municipalities for state bridge aid to be no less than $13.6 million per year beginning in the 2016 fiscal year (Sec. 5).
  • Requires state allocations to municipalities for state highway aid to be no less than $3.4 million beginning in the 2016 fiscal year (Sec. 6). 
  • Establishes a commission to study revenue alternatives to the road toll for the funding of the state’s highways and bridges (Sec. 9).
