Vote to adopt a conference report and pass a bill that specifies the contract powers of the Kansas Secretary of Transportation and the Kansas Turnpike Authority.

Highlights:

• Requires the Secretary of Transportation to serve as the director of operations of the Kansas Turnpike Authority from July 1, 2013 through June 30, 2016 (Sec. 1).

• Requires the director of operations of the turnpike authority to be responsible for the daily administration of the toll roads, bridges, structures, and facilities constructed, maintained, or operated by the turnpike authority from July 1, 2013 through June 30, 2016 (Sec. 1). 

• Authorizes the secretary and the turnpike authority to establish contracts with each other that include the personnel, equipment, and “other resources” of the turnpike authority until June 30, 2016 (Sec. 4).

Highlights:

• Requires the Kansas Secretary of Transportation to serve as the chief executive officer and chairperson of the Kansas Turnpike Authority, effective immediately (Sec. 1).

• Requires the chief executive officer of the turnpike authority to be responsible for the daily administration of the tolls, roads, bridges, structures and facilities constructed, maintained, or operated by the turnpike authority (Sec. 1). 

• Requires the turnpike authority to elect 1 member of the authority as chairperson, beginning July 1, 2015 (Sec. 1).
