Vote to pass a bill that authorizes the reorganization of certain state boards and commissions.

Highlights:

• Amends the Coastal Resources Commission in the following ways, including, but not limited to (Sec. 2):
• Reduces the number of members from 15 to 13;
• Requires 9 members to be appointed by the governor;
• Requires 4 members to be appointed by the General Assembly;
• Requires members to be residents of North Carolina and reside or own real property in the coastal area;
• Prohibits members from deriving a significant portion of their income from land development or real estate;
• Requires the terms of the members serving on the commission as of January 1, 2013, to expire;
• Exempts the terms of 4 members serving on the commission as of January 1, 2013, from expiring until June 30, 2014; and
• Requires the governor and General Assembly to appoint members of the commission for 2013 by July 1.

• Amends the Coastal Resources Advisory Council in the following ways, including, but not limited to (Sec. 2):
• Reduces the number of members from 45 to 20;
• Requires members to be residents of North Carolina and reside or own real property in the coastal area;
• Requires members to be appointed by the Coastal Resources Commission;
• Requires the terms of the members serving on the commission as of January 1, 2013, to expire no later than June 30, 2013; and
• Requires the Coastal Resources Commission to appoint members of the council for 2013 no later than July 1, 2013.

• Amends the State Lottery Commission in the following ways, including, but not limited to (Sec. 2):
• Requires 5 members of the commission to be appointed by the governor;
• Requires 2 members of the commission to be appointed by the General Assembly;
• Requires the terms of the members serving on the commission as of January 1, 2013, to expire no later than July 1, 2013; and
• Reduces the term limits of the members on the commission from 5 to 2 years.

• Amends the Environmental Management Commission in the following ways, including, but not limited to (Sec. 2): 
• Increases the number of members from 13 to 15;
• Requires 9 of the members to be appointed by the governor;
• Requires 6 of the members to be appointed by the General Assembly;
• Requires the terms of the members serving on the commission as of January 1, 2013, to expire no later than April 15, 2013; and
• Exempts the terms of 4 members serving on the commission as of January 1, 2013, from expiring until June 30, 2015.

• Requires members of the Industrial Commission to be licensed to practice law in North Carolina and serve staggered 4 year terms (Sec. 2).

• Reduces the Utilities Commission from 7 to 5 members who are to be appointed by the governor and approved by the General Assembly (Sec. 2). 

• Requires members of the Utilities Commission to possess at least 5 years of progressively responsible experience, comply with the requirements of the State Government Ethics Act, and abstain from holding an office of a political party (Sec. 2).

• Requires the terms of members serving on the Post-Release Supervision and Parole Commission as of January 1, 2013 to expire (Sec. 2). 

• Requires the governor to appoint 4 members to the Post-Release Supervision and Parole Commission (Sec. 2).

• Requires the terms of members on the Wildlife Resources Commission as of January 1, 2013 to expire on June 20, 2013 (Sec. 2). 

• Requires the terms of members serving on the State Personnel Commission as of Janurary 1, 2013, to expire on a staggered schedule beginning June 30, 2013 (Sec. 2).

• Reduces the terms of members on the State Personnel Commission and the Wildlife Resources Commission to 4 years (Sec. 2).

• Authorizes the members of the Mining and Energy Commission to hold other elected or appointed offices (Sec. 2).
