- Suspends the public debt limit from the enactment date of this bill through May 18, 2013 (Sec. 2).
- Increases the public debt limit on May 19, 2013 by the amount necessary to fund financial obligations guaranteed by the United State Government that are outstanding on or before May 19, 2013 (Sec. 2).
- Requires the payroll administrators of Congress to withhold compensation payments of the members of the chamber of Congress that does not pass a concurrent resolution on the budget for fiscal year 2014 by April 15, 2013 (Sec. 3).
