Vote to pass a bill that establishes a normal trade relationship with the Russian Federation and Moldova.
Highlights:
- Authorizes the President to extend nondiscriminatory treatment to the products of the Russian Federation, effective on the date the Russian Federation is admitted into the World Trade Organization (WTO) (Sec. 102).
- Requires the United States Trade Representative to submit to the Senate Committee on Finance and the House Committee on Ways and Means an annual report on the extent to which the Russian Federation is implementing the WTO Agreement and its annexed agreements (Sec. 201).
- Authorizes the President to extend nondiscriminatory treatment to the products of Moldova (Sec. 302).
- Requires the President of the United States to submit a list to the appropriate congressional committees of each individual who has been determined to have committed certain human rights violations including, but not limited to, the following (Sec. 404):
- Detained, abused, or caused the death of Sergei Magnitsky;
- Concealed the legal liability for the detention, abuse, or death of Sergei Magnitsky;
- Benefitted financially from the detention, abuse, or death of Sergei Magnitsky;
- Involved in the criminal conspiracy uncovered by Sergei Magnitsky;
- Committed blatant violations of internationally recognized human rights by killing or torturing individuals who sought to expose illegal activity carried out by officials of the Government of the Russian Federation; or
- Assisted an individual in any of these violations.
- Prohibits an individual from receiving a visa or from being admitted into the United States if that individual is on the list submitted by the President of the United States (Sec. 405).
- Requires the Secretary of State to revoke the visa of individuals made ineligible by the provisions of this bill (Sec. 405).
- Authorizes the Secretary of State to waiver the revocation of a visa in order to comply with the following (Sec. 405):
- The agreement between the United Nations and the United States regarding the Headquarters of the United Nations;
- National security interests of the United States; or
- Other international obligations of the United States.
