Title: Russia and Moldova Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012

    • Concealed the legal liability for the detention, abuse, or death of Sergei Magnitsky;
    • Benefitted financially from the detention, abuse, or death of Sergei Magnitsky;
    • Involved in the criminal conspiracy uncovered by Sergei Magnitsky;
    • Committed blatant violations of internationally recognized human rights by killing or torturing individuals who sought to expose illegal activity carried out by officials of the Government of the Russian Federation; or
    • Assisted an individual in any of these violations.
  • Prohibits an individual from receiving a visa or from being admitted into the United States if that individual is on the list submitted by the President of the United States (Sec. 405).
  • Requires the Secretary of State to revoke the visa of individuals made ineligible by the provisions of this bill (Sec. 405).
  • Authorizes the Secretary of State to waiver the revocation of a visa in order to comply with the following (Sec. 405):
    • The agreement between the United Nations and the United States regarding the Headquarters of the United Nations;
    • National security interests of the United States; or
    • Other international obligations of the United States.
