Title: Stop the War on Coal Act of 2012

Vote to pass a bill that prohibits the Environmental Protection Agency from enforcing certain regulations.
- Prohibits the Environmental Protection Agency (EPA) from promulgating or taking any action related to the emission of “greenhouse gases” (Sec. 201).
- Prohibits the Secretary of the Interior, any time before December 31, 2013, from issuing or approving regulations that include, but are not limited to (Sec. 101):
- Regulations that adversely impact employment in coal mines in the United States;
- Regulations that cause a reduction in revenue received at any level of government by reducing the amount of coal in the United States that is available for mining; or
- Regulations that reduce the amount of coal available for domestic consumption or export.
- Establishes the Committee for the Cumulative Analysis of Regulations that Impact Energy and Manufacturing in the United States, and specifies that the committee is responsible for analyzing the cumulative impact of EPA regulations (Sec. 301).
- Specifies that state governments have primary authority over the regulation of coal ash disposal and protection of water quality near mining operations (Sec. 4011 & 501).
- Requires the Secretary of Transportation, no later than 60 days after the date of enactment of this bill, to submit a report to Congress that analyzes the impacts of the EPA’s 2017 tail-pipe emissions regulation, including estimates of the following (Sec. 202):
- The total number of individuals laid off due to decreased annual demand caused by the rule;
- The number of fatalities and injuries that will be caused by the rule; and
- The additional fiscal effect of the combined regulation of fuel economy and greenhouse gas emissions by the Environmental Protection Agency and state agencies for vehicle model years 2011 through 2025.
