Title: Amends Definition of Loaded Gun

Vote to concur with Senate amendments and pass a bill that amends the definition of an unloaded gun within a vehicle and authorizes firearms inside locked vehicles at the state capital and Riffe Center parking garages.

Highlights:

  • Expands the definition of an unloaded firearm within a vehicle to allow an ammunition-containing magazine or speed loader to be present in the following locations, whereas current law prohibits ammunition from being present anywhere in a vehicle (Sec. 1):

  • Authorizes an individual with a concealed carry license to have a loaded magazine in his or her vehicle (Sec. 1).

    • The gun is uncapped or the priming charge is removed from the pin for firearms that use a percussion cap, flintlock, or other ignition system.
