Title: 2012-2013 Budget Amendments

Vote to override a veto of a bill that appropriates funds for fiscal year 2012-2013.

Highlights:

  • Requires salaries, in effect before June 30, 2012, to be increased by 1.2 percent for the 2012-2013 fiscal year for certain employees including, but not limited to, the following (Sec. 25):
    • Full-time state agency employees;
    • Public school employees;
    • Nonelected employees of the General Assembly;
    • Community college employees; and
    • University of North Carolina employees.
  • Requires a cost-of-living increase of 1 percent for retirees of the teachers' and state employees' retirement system, the judicial retirement system, and the legislative retirement system beginning July 1, 2012 (Sec. 25).
  • Authorizes local school boards to establish plans to award bonuses for teachers who meet certain criteria including, but not limited to, the following (Sec. 7):
    • Teachers who demonstrate annual growth in student achievement;
    • Teachers who are assigned additional academic responsibilities;
    • Teachers who are assigned to a “hard-to-staff school;” and
    • Teachers who are assigned to a “hard-to-staff subject area.”
  • Requires the State Board of Education to establish a plan to improve the reading proficiency of students from kindergarten through third grade and to develop tests to assess the students’ reading proficiency at each grade level (Sec. 7).
  • Prohibits a third grade student who does not demonstrate third grade reading proficiency from being promoted to the fourth grade (Sec. 7).
  • Exempts certain “good cause” grade promotions including, but not limited to, the following (Sec. 7):
    • Students with less than 2 years of instruction in an “English as a Second Language” program;
    • Students with disabilities whose education program uses alternative reading assessments and interventions;
    • Students who demonstrate third grade reading proficiency on alternative assessments or through a reading portfolio; and
    • Students who have received reading intervention and have previously been held back more than once in kindergarten, first, second, or third grade.
  • Requires the State Board of Education to grade school performance on a scale of 0 to 100 with a corresponding letter grade of A, B, C, D, or F beginning in the 2012-2013 school year (Sec. 7).

  • Prohibits the Department of Health and Human Services from using funds to renew, extend, or create new contracts with providers of family planning services and pregnancy prevention activities, unless the provider is a local state health department (Sec. 10).
