Title: Expands Gambling

Vote to pass a bill that submits a constitutional amendment to the voters that modifies the rules and regulations regarding casinos in the state.

Highlights:

  • Authorizes an additional casino to be licensed by the state in Prince George County (Sec. 1).
  • Requires the additional casino to be approved by a majority of voters in a voter referendum for both the state and for the county in which the casino is proposed to be located (Sec. 4). 
  • Authorizes holders of a video lottery operation license to offer table games to the public (Sec. 2).
  • Specifies that 90 percent of the proceeds from table games will go to the owners of the casino and 10 percent will go to the local jurisdiction in which the casino is located (Sec. 1).
  • Authorizes a business entity or individual to own an interest in more than two casinos in the state, whereas existing law specified that a business entity or individual may not own more than 1 (Sec. 1).
  • Specifies that every slot machine will be owned or leased by the casino instead of the state after June 30, 2013 with the exception of those in the casino in Allegany County (Sec. 1).
  • Specifies that the percentage of the proceeds kept by the casino from slot machines will be (Sec. 1):
    • 33 percent on or before June 30, 2013;
    • 41 percent on or after July 1, 2013;
    • 40 percent for the casino in Allegany County; and
    • 48 percent if a sixth casino is approved in the state.
