Highlights:
- Prohibits a local highway authority from enacting an ordinance that prohibits the owner of a vehicle from causing or permitting the vehicle's engine to idle (Sec. 1).
- Exempts certain ordinances including, but not limited to, the following (Sec. 1):
- An ordinance that is primarily educational;
- An ordinance that provides an individual with at least 3 warning citations before the individual is issued a fine;
- An ordinance that has the same fine structure as a parking violation; or
- An ordinance that may only be enforced on private property at the request of the property owner.
