Vote Smart's Synopsis:

Vote to pass a bill that limits the size of kindergarten through third grade classes, effective July 1, 2012.

Highlights:

• Limits the number of students assigned to a core curriculum course as follows (Sec. 1):
• 20 students for a kindergarten class;
• 22 students for a first or second grade class; and
• 24 students for a third grade class.

• Specifies that core curriculum classes may exceed the maximum class size only if a paraprofessional is assigned to the class for the entire duration of the course (Sec. 1). 

• Defines “core curriculum course” as a language arts, mathematics, science or social studies course (Sec. 1).

• Defines “paraprofessional” as an individual who has earned a high school diploma or its equivalent, who works under the direct supervision of a licensed teacher, and who meets at least 1 of the following qualifications (Sec. 1):
• The individual has completed at least 2 years (48 credit hours) of higher education at an accredited higher education institution;
• The individual has earned an associate’s degree from an accredited higher education institution; or
• The individual has completed a state or local assessment on the individual’s knowledge and his or her ability to assist with student instruction.
