Vote to concur with House amendments and pass a bill that authorizes the transfer of money from internal accounts, effective immediately.

Highlights:

  • Authorizes the transfer of state funds from certain accounts to the General Fund (Sec. 2).
  • Prohibits any transfer of state funds from accounts including, but not limited to, the following (Sec. 2):
    • The Central Valley Water Project Construction Fund;
    • The Central Valley Water Project Reserve Fund; or
    • The California Water Resources Development Bond Fund.
  • Requires interest to be paid on all transfers to the General Fund from the following accounts (Sec. 2):
    • Department of Food and Agriculture Fund;
    • DNA Identification Fund; and
    • The Mental Health Services Fund.
  • Authorizes the transfer of funds to the General Fund from the following accounts when their remaining balance is over 15 percent (Sec. 3):
    • The Highway Users Tax Account;
    • Transportation Investment Fund;
    • Motor Vehicle Fuel Account;
    • Transportation Revolving Account; and
    • The State Highway Account.
