- Repeals taxpayer financing of presidential election campaigns and party conventions for all taxable years beginning after December 31, 2010 (Sec. 101).
- Repeals the Presidential Election Campaign Fund and requires all remaining money in the fund to be used only for reducing the deficit (Sec. 101).
- Repeals the Election Assistance Commission, effective 60 days after the bill is enacted (Sec. 201).
- Requires the Federal Election Commission to assume the duties and functions of the Election Assistance Commission (Sec. 203).
