Title: Establishing a Health Benefit Exchange

Vote to pass a bill that establishes a North Dakota health benefit exchange.

Highlights:

  • Establishes the North Dakota Health Benefit Exchange Board, consisting of 9 voting members appointed by the governor as follows, to set policies for the administration of the health benefit exchange (Sec. 1):
    • 3 members representing consumers;
    • 2 members representing the health insurance industry;

    • 1 member representing small employers;
    • 1 member who is a health care professional; and
    • 1 member to be determined by the governor.
  • Prohibits the health benefit exchange from preventing the sale of health benefit plans through non-exchange mechanisms (Sec. 1).
  • Requires the health benefit exchange to begin operations by October 1, 2013, unless otherwise directed, and to be fully operational by January 1, 2014 (Sec. 1).
  • Specifies that the establishment of a state-administered health benefit exchange is intended to express the legislature's support of state control, and not of the federal Patient Protection and Affordable Care Act (Sec. 10).
