Vote to pass a bill that prohibits undocumented immigrants from paying in-state tuition in any public Virginia institute of higher education, unless they have graduated from a Virginia high school, resided in Virginia for at least three years as of high school graduation, registered as an entering college student, provided an affidavit to the institution stating that he or she has filed an application to become a permanent U.S. citizen, and resided with a parent, guardian, or other person assuming the duties and responsibilities of a parent who has filed Virginia income tax returns for at least three years.
