    • The average rate of total unemployment, seasonally adjusted, in North Carolina during the fourth quarter equals or exceeds 110 percent of the average of the unemployment rates in the fourth quarters of the preceding 3 years.
  • Limits state spending to no more than 87 percent of the 2011-2012 Governor's Recommended Base Budget (Sec. 2).
