Highlights:

• Authorizes the use of up to 80 percent of the fund for the construction of research facilities at public and private non-profit institutions (Sec. A).

• Authorizes the appropriation of at least 20 percent and up to 50 percent of the fund for grants to public and private non-profit institutions pursuing life science technology research, and that of this money, 20 percent must be spent on grants funding research regarding tobacco-related illnesses (Sec. A).
