• Reduces appropriations by 1.503 percent the 2011 levels of the following appropriation Acts (Sec. 101):
• The Department of Defense Appropriations Act, 2011; and
• The Full-Year Continuing Appropriations Act, 2001.

• Specifies that appropriations made will be available until whichever of the following occurs first (Sec. 106):
• The enactment of an appropriation for any project or activity provided for in this Act;

Highlights:

• Repeals certain programs of the Small Business Administration including, but not limited to, the following (Sec. 3):
• The National Veterans Business Development Corporation;
• The Pilot Technology Access Program;
• The Paul D. Coverdell Drug-Free Workplace program;
• The Small Business Telecommuting Pilot Program;
• The Central European Small Business Enterprise Development Commission; and
• The Emerging Leaders Program.

• Authorizes the administrator of the Small Business Administration to execute subleases, sign new leases with any person, firm, organization, or other entity, and help liquidate the Small Business Administration's obligations (Sec. 3).

• Prohibits the administrator of the Small Business Administration from conducting any activities related to the Emerging Leaders program (Sec. 4).
