Title: Drug Testing Of Welfare Recipients

Vote to concur with Senate amendments and pass a bill that requires drug tests for recipients of Temporary Assistance for Needy Families (TANF) benefits.
- Requires the Department of Social Services to develop a program to screen each applicant or recipient of TANF benefits, and to test each applicant or recipient who the department has "reasonable cause" to believe, based upon the screening, engages in prohibited use of controlled substances (Sec. A).
- Prohibits any applicant or recipient who tests positive for the use of a controlled substance or refuses to submit to a test from receiving benefits for a period of 3 years, unless the applicant or recipient enters and completes a substance abuse treatment program and does not test positive for illegal use in the 6 month period after entering the program (Sec. A).
- Specifies that an applicant or recipient that has tested positive and has entered a treatment program will continue to receive benefits while they are in the program (Sec. A).
- Authorizes the Department of Social Services to test at random or set intervals applicants or recipients that are in a substance abuse treatment program in order to receive benefits (Sec. A).
- Prohibits any applicant or recipient that is found to have tested positive for the use of illegal drugs a second time from receiving benefits for a period of 3 years (Sec. A).
- Requires case workers of applicants or recipients to report suspected child abuse as a result of drug abuse in instances where the applicant or recipient has tested positive or refuses to be tested for the illegal use of a controlled substance (Sec. A).
- Authorizes members of a household that includes an applicant or recipient that has been declared ineligible for TANF benefits to continue to receive benefits as protective or vendor payments to a third party payee (Sec. A).
- Requires all electronic benefits cards distributed to recipients of TANF benefits to include a photograph of the recipient or protective payee authorized to use the card (Sec. A).
