Title: Appropriates Education Funds

Vote to pass a bill that establishes the Oregon Educational Investment Board, and appropriates money to the board for educational purposes.

Highlights:

  • Establishes the Oregon Educational Investment Board to ensure that public schools meet state standards of outcome by overseeing all public education from kindergarten to post-secondary education, with powers and duties, including, but not limited to, the following (Secs. 1 & 6):
    • Ensuring the streamlining and connection of education from early childhood services to public education from Kindergarten through grade 12, and of public education from Kindergarten through grade 12 to post-secondary education;
    • Recommending strategic investments for the public education budget;
    • Developing a statewide student-based data system to determine the return on statewide education investments; and
    • Submitting a report to the interim legislative committees on education by December 15, 2011 that may include the following proposals:
      • Redesigning the coordination of early childhood services and aligning them with outcomes;
      • Merging the State Board of Education and the State Board of Higher Education and transferring their duties to the Oregon Educational Investment Board; and
      • Consolidating and aligning governance, programs, and funding for youth development and training.
  • Establishes the Early Learning Council to assist the Oregon Educational Investment Board in overseeing early childhood services (Sec. 4).
