  • Establishes that campaign contribution limits shall be adjusted to reflect the percentage of change in the average consumer price index as published by the United States Department of Labor, for the period of January 1, 1996, through December 31, 2010 (Sec. 4).
  • Specifies that on January 1, 2013, and every two years thereafter, each contribution limit shall be further adjusted to reflect the percentage of change in the average consumer price index (Sec 4).
  • Authorizes a member of the general assembly or the governor who is a candidate for any public office other than the office such person currently occupies to conduct fundraising events and solicit or accept contributions for the campaign under the following conditions (Sec. 7):
    • The fundraising events shall not be held, nor contributions solicited nor accepted, on state property;
    • The candidate shall not be permitted to solicit or accept, directly or indirectly, any contribution from a lobbyist, employer of a lobbyist, or multi-candidate political campaign committee controlled by an employer of a lobbyist; and
    • Solicitations and acceptance of contributions for such may only be made from an individual, partnership, committee, association, corporation, labor organization or any other organization or group of persons.
